Understanding Land Registration, RAJUK Clearances, and Mutation in Bangladesh
Navigating property legalities in Bangladesh can seem intimidating. Here is the step-by-step statutory process for completing your registration cleanly.
### Step 1: Sub-Registry Deed Execution (Saf-Kabala)
Upon full payment of the consideration price, the developer or seller executes the Saf-Kabala (sale deed) before the Sub-Registrar. Required fees include Stamp Duty (1.5%), Registration Fee (1%), Local Government Tax (2%–3%), and Advance Income Tax (AIT).
### Step 2: Mutation (Namzari)
Securing the sale deed is not the final step. You must file for Mutation with the Assistant Commissioner (Land) AC Land office to update the government Record of Rights (RoR) in your name. Mutation confirms you as the official taxpayer for the land share.
### Step 3: DCR and Khajna (Ground Rent) Payment
Once the mutation order is passed, pay the DCR (Duplicate Carbon Receipt) fee and receive your fresh Mutation Khatian. Pay annual Land Development Tax (Khajna) online to keep the land title active and incontrovertible.
